Cant Attack A Specific Player

why i cant attack a person who is offline and dont have any protection.

You're level 33, he's lvl 32.  You can't attack a player lower level than you unless he attacks you first, he has a bounty, or you're both in an alliance during war.

Um that is incorrect, you can attack 5 levels below you.

No what dumbjock wrote is exactly correct.

 

"Unprovoked" attacks vs. players lower level than you can only occur if both players are in alliances AND a war round is active.  If both of those conditions are not met you cannot attack somebody lower level than you.

 

"Provoked" attacks vs. players lower level than you can happen at any time, active war round or not.   A lower level player can provoke an attack by a higher level player by attacking them first OR by getting bountied.   A player needs to only trigger one of these conditions to be attacked by a player higher level them (though retaliation is player specific).
